Repsol – Yme Inspirer – emergency preparedness

The audit was conducted in January and June 2024.

Objective

The objective of the audit was to review and assess Repsol's management of emergency preparedness on Yme Inspirer. We monitored the processes that Repsol has established to take account of prerequisites, limitations and recommendations in the emergency preparedness analysis. In addition, we assessed how this has been communicated to the emergency response organisation on Yme Inspirer through familiarity with the systems established here to ensure robust emergency preparedness.

Result

The audit identified two non-conformities and five improvement points.

The non-conformities concerned:

  • Deficient management for ensuring emergency response competence of new emergency responders
  • Inadequate marking for ensuring quick and efficient evacuation

The observations that we have chosen to categorise as improvement points concerned:

  • Deficiencies in maintenance programme for preventing failure modes
  • Deficiencies in the system for ensuring that improvement points after training and exercises are recorded and followed up to ensure continuous improvement
  • Deficiencies in procedures designed to prevent failure, hazard and accident situations occurring
  • Inadequate requirements for personnel performing emergency response training
  • Lack of robustness in maritime surveillance systems
