Minister Ryan appoints Fergal Mulligan as a Commissioner to the CRU

The Minister for the Environment, Climate and Communications, Eamon Ryan, has announced the appointment of Fergal Mulligan as a Commissioner to the Commission for Regulation of Utilities (CRU), following an open competition run by the Public Appointments Service (PAS).

Welcoming his appointment, Minister Ryan said:

"Fergal Mulligan brings his years of experience and expertise, including those working on the National Broadband Plan, to this important role. The CRU is facing into challenging times ahead and the organisation will require strong leadership to stay abreast of major developments in the energy and water sectors, to ensure an appropriate regulatory response to challenges and opportunities, and to proactively engage with the sector and consumers."

Fergal Mulligan has extensive experience in designing and enforcing appropriate regulation and governance of national utilities. Fergal is currently the Director of the Digital Connectivity Office in the Department of Environment, Climate and Communications and prior to that led the delivery of the Government programme to ensure all citizens in the State have access to high speed broadband under the National Broadband Plan. Fergal previously held a senior management role with the telecoms regulator ComReg and has also held various accounting and audit positions, including with PricewaterhouseCoopers (PwC) in Dublin and Melbourne.

Mr. Mulligan is a Chartered Certified Accountant since 1998 and has in recent years received diplomas in Corporate Governance from University College Dublin (UCD) and Economics and Competition Law from Kings College London.

Mr. Mulligan will take up his post in May 2024.
