HACLA Receives High Performer Report Card from the U.S. Department of Housing & Urban Development

Los Angeles- The Housing Authority of the City of Los Angeles (HACLA) Public Housing and Section 8 Housing Choice Voucher Programs continue to receive a High Performer designation from the U.S. Department of Housing and Urban Development (HUD), under HUD's Public Housing Assessment System (PHAS) and Section Eight Management Assessment Program (SEMAP).

The "PHAS" is an evaluation of a Public Housing Agency's (PHA) performance, including the physical condition of properties, financial health, management systems, and the effectiveness of its modernization Capital Fund Program. Public housing received a total score of 94 out of 100. This is the 11th consecutive year that the program receives a high performer rating. HACLA operates 6,393 public housing units located at 15 properties throughout the City of Los Angeles.

Similarly, the "SEMAP" is an evaluation of a PHA's performance of its Section 8 Housing Choice Voucher Program, including utilization of vouchers, timely annual reexamination of program eligibility, timely and accurate assessment of housing quality standards, correct rent calculations, and calculating family rent amounts in accordance with HUD requirements. The voucher program received a total score of 135 out of 145. This is the 15th consecutive year that the program receives a high performer designation. HACLA administers one of the largest rental subsidy programs in the country with 61,756 vouchers and certificates.

The staff of the Housing Services and Section 8 departments are to be credited with this success who worked diligently to once again achieve a High Performer rating.
