May 2024 APA Board Meeting Preliminary Agenda


RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its monthly meeting on Thursday, May 16th, 2024. The meeting will be held at the Agency's headquarters in Ray Brook, NY. The public is welcome to attend in person or remotely.

Public comment will be available to members of the public who attend the Agency meeting in person as well as those who participate remotely. If you would like the opportunity to make a public comment remotely, please email your name and the phone number used to call into the Board Meeting to [email protected]. Those who sign up for public comment will be limited to three minutes each. Public comment will not be accepted on any agenda items that are before the Board.

On Thursday at 9:30 a.m., the Full Agency will convene for Executive Director Barbara Rice's monthly report, public comment, and other procedural actions.

At 10:30 a.m., the State Land Committee will be briefed by NYS Department of Environmental Conservation (DEC) staff on proposed amendments to the Cranberry Lake Campground Unit Management Plan. APA staff will present information regarding Adirondack Park State Land Master Plan criteria for intensive use areas and request the board authorize a joint public comment period with DEC.

At 10:45 a.m., the Park Policy and Planning Committee will convene for a joint presentation on housing strategies and state funding programs. Beth Gilles, Executive Director of Lake Champlain Lake George Regional Planning Board will provide an overview of affordable housing strategies. Crystal Loffler, Presider of NYS Housing and Community Renewal's Office of Community Renewal will discuss state funding programs that are right sized for the Adirondack Park.

At 1:00 p.m., the Regulatory Programs Committee will consider a proposal to use the aquatic herbicide ProcellaCOR EC within four treatment zones in East Caroga Lake and West Caroga Lake to control Eurasian watermilfoil. The project site is in the Town of Caroga, Fulton County.

The committee will also consider a proposal involving the expansion of an existing marina through the installation of a new dock system in Fish Creek Pond. The project site is in the Town of Santa Clara, Franklin County.

The committee meeting will conclude with an appeal request regarding the 5th Notice of Incomplete Permit Application (NIPA) issued by the Agency on January 2, 2024 for a new proposed commercial use consisting of a military grade munitions weapons testing range on a leased portion of private land. The proposed project site would be in the Town of Lewis, Essex County.

At 4:30 p.m., the Full Agency will convene to take any necessary actions.
